Moon Tran is a partner with Phineas Consulting LLC and has over 20 years of public housing and HCV industry experience. Moon has extensive knowledge of HUD regulations for public housing, and the Housing Choice Voucher program, including HCV portability, SEMAP, asset management, COCC, and procurement. Moon has assisted HUD in the development of program regulations, notices, and other HUD guidance and through Phineas and as a member of Affordable Housing Forward (AH Forward), Moon has provided technical assistance and training to housing authorities.
